Retail stores in the Big Apple are now starting to card anyone under 21 due to concerns about teens using the nitrous oxide in the canisters to get high. Stores that don't enforce or break the law can be fined $250 for the first offense and $500 for further violations. You may want to make sure your teenage kids buy Cool Whip if they need something to put on their ice cream sundaes!
